This online session is designed to give an overview of the 'Valuing Worth' tool developed and used by Birmingham City Council when carrying out a Community Asset Transfer (CAT).
A CAT allows community organisations to take on a long lease of a publicly owned building and/or land. It allows them to invest in the space, secure in the knowledge that they will be able to use it for a long period of time.
There is a potential opportunity for a number of CATs to take place across Birmingham, partly as a result of the City Council declaring a Section 114 notice in 2023, effectively declaring themselves bankrupt.
Valuing Worth is the social value tool used to measure the value generated by an asset transfer as well as an assessment of the receiving organisation. It is recognised that market rent values can often be difficult for voluntary and community organisations to achieve and there is no actual objective, qualitative assessment on the service delivery of that organisation. For this reason, Birmingham City Council developed a methodology in 2010/11 that carefully assesses and acknowledges the social value that is added by the organisation and its activities or "valuing worth".

- Financial and viability assessment
- Strategic added value
- Neighbourhood added value
- Proposed activities and use assessment
